Murai Sadakatsu

An Oda retainer who, after Nobunaga's capital entry in 1568, served as intermediary, messenger, and manager of edicts, construction, and ritual in Kyoto, connecting the imperial court, temples and shrines, and merchant communities with Nobunaga. Nobunaga could not maintain control of Kyoto through military means alone; people responsible for transmitting orders and managing documents became essential to the regime. He and his son Nagamasa were involved in Kyoto administration, and both died with Nobunaga at the Honnō-ji Incident in 1582. He is sometimes called 'Kyoto magistrate,' but applying later institutional titles directly to positions during Nobunaga's era is problematic.
