In June 1577, Oda Nobunaga issued a 13-article ordinance for the town of Azuchi, abolishing merchant guild privileges, designating the castle town as a free market, and requiring merchants using the Nakasendō road to lodge in Azuchi. It is regarded as a precursor to early-modern castle-town ordinances.
The castle town extended widely; the coordinate represents Azuchi castle area (Azuchi-machi, Ōmi Hachiman City). The castle's functions ended with the burning of the main tower in June 1582, but the town is said to have continued until relocation in 1585 with the construction of Hachiman-yama castle.
