In October 1567, Oda Nobunaga issued an ordinance guaranteeing privileges to Mino Kanō's market; in the following year, he exempted the sales tax-like 'sakari-sen.' It is regarded as the oldest surviving documentary record of a free market ordinance.
Some scholars argue this ordinance merely reaffirmed existing market privileges rather than directly establishing a new free market at Kanō.
The original ordinance is held at Entokuji in Gifu City. The coordinate represents the Kanō Castle ruins area, which was the center of the free market and castle town at that time (Kanō Marunouchi, Gifu City).
